The reactors the Army named on Wednesday won't go to the Nuclear Regulatory Commission for a license. They'll go to an Army office, currently run by a lieutenant colonel, because they sit inside a fence and they serve a defense post.

Inside the fence, supplying the post, the Army Reactor Regulatory Office is the regulator, not the NRC. Waksman said it in the roundtable: Army licensed, not NRC licensed. The May 2025 order still points at 30 September 2028. Commercial teams own, build and operate. The permit is simpler because the regulator lives on the post.
