A courier left this note folded inside a ferry timetable, and the handler who was meant to collect it never showed. It's a Vigenère cipher, and the keyword is hiding in plain sight.

The keyword is the search for a traitor inside your own agency. It's two four-letter words run together, eight letters in all.
To decode, write the keyword over and over above the cipher text. Number the alphabet from A=0 to Z=25, then subtract each key letter from the cipher letter beneath it, wrapping round past A. Spaces were removed before encryption, and the letters are grouped in fives.
